
The targets set for Friuli-Venezia Giulia by the Ministry of the Environment’s Suitable Areas decree – which identified the distribution among Regions and Autonomous Provinces of the national 2030 target of an additional 80 GW of renewable energy capacity compared to December 31, 2020 – speak of 1,960 MW of new green capacity to be installed between January 2021 and December 2030. The update on the situation, prepared by the offices of the Energy Transition Service responsible for issuing single energy authorizations in the regional territory for Il Sole 24 Ore, indicates that the Region has authorized photovoltaic capacity (ground-mounted plants) for 1,232.5 MW as of July 20, 2026 (the partial data for the first months of the year is 166.5), with a capacity still in the authorization process of 569 MW.

In the latest report on Terna’s electrical system, the net change in installed capacity from January 2021 to July 2026 in Friuli-Venezia Giulia is 1,003 MW against a target of 689 (a goal determined by referring to the regional distribution provided in the Suitable Areas decree, proportionally allocating the additional capacity expected for the current year monthly). These numbers indicate a goal achieved, indeed: exceeded by 314 MW. Friuli-Venezia Giulia is in fact among those Regions which – according to the latest Terna update – currently show an installation pace on par with or exceeding the schedule. The installed share reached so far represents 51% of the 2030 target and 130% of the intermediate December 2026 target, set at 772 MW.
“Considering the capacities already authorized and those under review, it seems reasonable to expect the achievement, and potentially the exceeding, of the Pniec target (the National Integrated Energy and Climate Plan, i.e., the tool with which Italy pursues European goals of decarbonization, energy efficiency, and renewable development, ed.) by 2030,” explain the Region: “Historically, it has been observed that on average two years elapse between the issuance of the single authorization and the start of operation. Among the authorized but not yet built plants, to date, 953 MW still need to be started and completed. If all these were built by 2030, the target would be reached.”

The plants
Noteworthy are some authorized plants linked to specific uses, such as (in 2025) the Hydrogen Hub Trieste: it is the Region’s first green hydrogen production plant with an electrolyzer power of 5 MW and a connected photovoltaic plant of 4.8 MW, currently in testing. In 2026, the Elettra Sincrotrone Trieste center started work on the construction of the Green Energy photovoltaic plant in a no longer active quarry undergoing environmental restoration. The plant will cover part of the electricity consumption of the international research center, which since 2024 has had to halve its projects due to the sharp increase in electricity costs. Work has already begun.
Considering that there are projects for 569 MW in the authorization process, if all were approved and the authorized parties completed the plants, it is easy to see how the 2030 target could be exceeded.
