Lombardy is accelerating the energy transition. In recent years, the Region has mobilized about 65 million euros of public incentives, which have made it possible to activate almost 275.5 million euros of private investments. These are some of the data presented during the conference “Energy transition and climate change: sustainability and innovation for the Lombardy system,” promoted by the Regional Council as part of “Lombardy in Pole Position” at the Ultimate Hospitality of the Monza National Autodrome on the occasion of the Grand Prix.

To face a challenge that is not only environmental but requires a major industrial, infrastructural, and technological transformation, Lombardy has supported 548 companies in green and digital transition paths. A path where sustainability goes hand in hand with the adoption of new technologies: according to the latest available data, in 2025, 19.3% of companies in the Northwest with at least 10 employees used artificial intelligence technologies, while intermediate or advanced cloud computing services were purchased by 68.1% of companies nationwide.
On this journey, the Region has adapted its regulatory framework to new development needs. A first step was the 2022 regional law on Renewable Energy Communities, which aims for carbon neutrality by 2050 through the spread of renewable sources and greater energy efficiency. In 2025, regional law 11/2025 on climate was then introduced, which outlines guidelines for an approach based on two pillars: mitigation and adaptation, placing greater resilience of territories at the center of efforts.

“The Climate Law introduces, first Region in Italy and Europe, green budgeting, that is the systematic and integrated programming of all regional budget resources to respond to the challenges of climate change which impacts not only the environment but all sectors of daily life, from health to infrastructure, from production chains to mobility,” explained the Regional Councillor for Environment and Climate Giorgio Maione, adding that in the last 5 years the Region has invested 800 million euros for the energy and environmental transition, 630 million for energy efficiency of public buildings and housing, and 160 million to reduce emissions into the atmosphere.
Also, the Vice President of the Regional Council Giacomo Cosentino emphasizes the importance of collaboration between institutions, businesses, and citizens. “Lombardy chooses to accompany change with incentives, investments, and concrete tools, because innovation and sustainability must become levers for growth, competitiveness, and employment,” explained Cosentino, the first signatory of the measure.
