
Finding staff to hire is becoming increasingly difficult, especially if you are looking for young people under 30. In five years, in fact, the difficulty of finding staff in Italy has grown enormously: from 33.4% in 2021 to 48% in 2025. In other words, in 2025, almost only one young person out of two could be found to hire.

This figure summarizes a long series of problems in the country, ranging from declining birth rates to desertification, from brain drain abroad to skills deficits. This emerges from the study by Unioncamere, the Ministry of Labor and Social Policies, Excelsior, a monitoring system on work and training, which will be presented tomorrow at the National Conference of Chambers of Commerce, now in its fifth edition, held today and tomorrow in Paestum. The title of the event: “Europe and young people, our challenges for the future”.
The Excelsior survey starts from the post-Covid period (year 2021) and compares five years of labor market trends, highlighting an exacerbation of companies’ difficulties in finding young people to hire.

“In the aftermath of Covid, we feared that, by unblocking the possibility of dismissal, we would have to deal with a rise in unemployment – comments the president of Unioncamere Andrea Prete –. But the opposite happened: companies couldn’t find candidates with the right profiles.”
The number of candidates had sharply decreased, the shortage had gone from 16.6% in 2021 to 31.1% in 2025. And in addition, there was a problem of inadequate training (which, however, remained stable at around 13.5% in 2021 and 13.1% in 2025). In summary, more young people are not applying, but their skills remain stable.
