Imports of low-value parcels had an overall decline in the January-August 2026 period compared to the same period in 2025 of about 32%. What types of controls have you introduced on mini parcels? Are you also using artificial intelligence and, if so, how?

The new duty on this type of parcels determines specific risk profiles from a customs perspective, with particular reference to the possibility for economic operators to improperly reduce their tax burden due to an incorrect representation of goods. I refer, for example, to the grouping under the same tariff classification of items that, by characteristics and nature, should be classified under different headings, resulting in a reduction of the overall duty due. The recent reform of the European Union Customs Code strengthens the responsibility of e-commerce platforms and provides specific sanctioning mechanisms in case of systematic violations of customs obligations. In this context, the Agency is already concretely experimenting with the use of artificial intelligence systems in control activities. One of the operational applications is “Autentica,” developed with Sogei and used by our offices to combat counterfeiting of products protected by intellectual property rights. Furthermore, additional interventions on information systems are underway, aimed at using advanced algorithms to identify anomalies, recurrences, and risk indicators on which to focus control activities, both in the tax field and in the various customs competence sectors.
