This is what emerges from the second survey on the outcomes of the Universal Civil Service, promoted by the Minister for Sport and Youth, Andrea Abodi, through the Department for Youth Policies and the Universal Civil Service, and conducted at the end of 2025 on a sample of 8,975 young people, equal to 17.4% of the reference universe – all former volunteers who completed the experience more than a year ago.

Reserved places in public competitions
The most concrete data concerns the reservation of 15% of places in public competitions, introduced by law no. 74 of June 21, 2023, for those who have completed the Universal Civil Service without demerit. Two years after the entry into force of the rule, 85% of respondents declare they know it, but only 13% have already used it by participating in a competition. Out of 1,181 young people who have made use of the reservation, 302 – 25.6% – were winners of the competition for which they had activated it.

On the employment front, 46% of respondents declare they are in a working condition one year after the end of the service. The quality of contracts also changes: the most precarious forms – fixed-term, occasional work, collaborations without VAT number – decrease, while permanent contracts rise from 13.5% in 2024 to 18.1% in 2025.

Job search
Young people recognize a specific weight of the skills acquired during the service in the job search: 72% consider them useful to increase their employment opportunities. The survey also interprets this data in terms of civic awareness: for 35.8% of respondents, the Civil Service has strengthened the perception of their role in improving the living conditions of the community they belong to; for 29.5%, it has pushed towards greater participation in solidarity activities and support for people in difficulty. Compared to traditional forms of volunteering, the survey also notes a growth in activities aimed at promoting and protecting citizens’ rights.
