The application to access the benefit
To access the benefit, companies must submit the application to Inps exclusively online, through the legal representative, a delegate, or professionals authorized to manage labor and payroll obligations (labor consultants, lawyers, and accountants) according to terms and methods indicated by Inps. The application contains the company’s identifying data: the estimated average monthly global remuneration during the validity period of the work-family balance certifications (intended as the sum of all average monthly remunerations paid or to be paid to all workers); the estimated average employer contribution rate during the validity period of the certifications; the estimated average company workforce during the validity period of the certifications. In addition to the declaration of holding a valid work-family balance certification, the application contains the alphanumeric identifier of the certificate, the name of the accredited Certification Body that issued it and is valid, and the declaration of not having been subject to suspension measures of contribution benefits.
The aim is to encourage the widest access to the exemption
Employers holding a valid certification who submit an application to access the exemption within the first useful deadline following the date of obtaining the certification, according to the indications provided annually by Inps, are admitted to the benefit with reference to the entire validity period of the certification itself and, in any case, not beyond December 31, 2028. Applications are verified by Inps; to encourage the widest access to the contribution exemption, if resources are insufficient, the recognized benefit is proportionally reduced (the fund is 7 million for 2026 and 12 million for each of the years 2027 and 2028).
