Milan Housing Plan, the second extension arrives. The difficulties of the operators

Operators are still pressing on the Milan Housing Plan. During the summer, potential interested parties asked for more time to develop proposals, complicated compared to the required parameters. The Municipality has therefore decided to extend – for the second time – the call for the construction of the first 2,500 new rental homes at affordable rents in the areas of the former Palasharp, San Romanello, and Bovisasca, designed for those with salaries ranging from 1,200 to 2,000, too high to find a response in public housing but too low to access the free market. The call will expire on October 26. The project is part of a broader plan presented a couple of years ago, which aims to build 10,000 homes in Milan in 10 years (for a total investment of 10 billion). However, market responses have not been enthusiastic so far: the first calls went unanswered (except for the one in via Demostene), then the parameters were slightly adjusted to make investments more sustainable, after discussions mainly with cooperatives. But evidently, even today, the maximum cap of 90 euros per square meter per year does not solve all problems. The most felt general issue is that of “patient finance,” which a public guarantee fund could solve.

The Bovisasca area is currently more attractive because the Municipality guarantees all the remediation. The Municipality of Milan explains the reasons for the extension with an official note: “Operators will have more time to submit adequate proposals, without changing the Administration’s goal of awarding contracts by the end of the year. The Municipality of Milan has extended the deadline for submitting offers related to the three calls to October 26, which provide for the granting of surface rights for 90 years of municipal areas and the construction and management of social housing at controlled rents, as well as a share of public residential housing in the former Palasharp area. The extension responds to the request made by several sector operators to have more time to develop technical-economic proposals suitable for the complexity of the interventions.” The Councillor for Budget, State Property, and Extraordinary Housing Plan, Emmanuel Conte, emphasizes that “the extension does not represent a slowdown: it responds to the complexity of the interventions and puts operators in a position to present better projects.” On October 26, the two international competitions for Zama-Salomone and Porto di Mare will also close. Everything will be announced that day.
